Where should I study abroad?

My major is international business I really want to go somewhere that I can lean another language. I will either go spring 2012 for a semester or go for a full year the following fall. I really am doing it so I can learn another culture, I would really like to learn to surf or go somewhere in the mountains. If you have gone abroad can you tell me where and what you did and did not like about it? Thanks a lot!!
